"Data Not Available" error when viewing a Case

In some orgs, users with the View All Data permission could see a "Data Not Available" error while viewing some Cases (or other records with a Chatter Feed). The error appears like:
Data Not Available
You do not have Edit access to one of the two records you are trying to merge. Please contact your administrator to get additional access or merge the two records
Note: The above error only appears in Classic.
In Lightning, viewing the Feed for the same affected records will show a message stating "The record was deleted.". Dismissing the error in Lightning does allow viewing of the Feed for that record.
The error happens when the record Feed contains feed items which tries to reference/render data which no longer exists or which the user cannot access. This scenario is not replicable on-demand.
Option 1) If possible, give affected users a Profile without the View All Data permission, and they will then be able to view affected records without error in Classic.
Option 2) Users with View All Data can still work with affected records in Lightning by simply dismissing the "The record was deleted." message which appears when viewing the Feed and working with the record as normal.
R&D has discovered another related unexpected behaviour related to this known issue where some customers may not be able to expand the chatter feed on the specific records in Classic Interface.
