Assigning Permission Set Groups to users does not work

When attempting to assign a permission set group, the UI appears to do nothing, and salesforce appears to not respond
1. Create a Permission Set Group, and add no permission sets to it.
2. Verify the status of the Permission Set Group is "updated"
3. Click "manage assignments"
4. Click "add assignments
5. Select any active user and click "Assign"
***Nothing appears to happen
