Article link to other article throws error: "You don't have access to this record. Ask your Administrator for help or to request access."

Some customers may observe the following error when clicking on an article link (absolute or Smart) within an article after using the Lightning Knowledge Migration Tool:
"You don't have access to this record. Ask your Administrator for help or to request access."
1. Enable Knowledge in Salesforce Classic
2. Create articles that contain links (absolute or Smart) to other articles
3. Run the Lightning Knowledge Migration Tool
4. After the Lightning Knowledge Migration is complete, open one of the Articles in Lightning (Console or non-Console App)
All links fail to work when opening within the same tab/console. If you click to open the link in a new browser tab it will function fine.
Open the article in a new tab.
