Pop-up 'Getting Started with Chatter' even though Chatter is not active in your organization

Customers may notice that some end users might see the notification as in the screenshot below even though chatter is not enabled at the org level
This usually happens to the users that have "Customize Application" profile permission enabled.
1) Log in as the user whose profile has "Customize Application" permission
2) Notice the pop up as soon as they login
You can click the button "Do not show" to stop the pop up from appearing next time the user login
