Lightning Experience - Kanban view end user can edit some records but not others

In Kanban view - end user can edit some records but not others, even though user has edit access to all records in the list.
In Lightning Experience:
1. Open Opportunity tab
2. Create a list view that is filtered to include only one record type
3. Switch to Kanban view
4. Note that some records have the drop down menu to allow editing and some do not.
Use the Table view.
