Summer '16: Legacy Portal Fails to Display CSS and HTML Correctly in Header/Footer Areas

Organizations that have HTML files configured for the Header / Footer areas in "legacy" Customer / Partner Portals may find that that these areas fail to completely display content or render CSS style tags as escaped text on the page.
1. Setup a legacy Portal (Customer or Partner).
2. Upload an HTML file to a fully accessible Documents folder.
3. In Portal Settings, Edit the "Look and Feel" section to use those uploaded Files as the Header and Footer.
4. Save changes.
Header and Footer will display correctly.
Header and Footer may not display at all.
Header and Footer may contain escaped CSS (styling) tags.
