Lightning layouts do not properly adjust to the location of the Utility Bar

The Utility Bar does not properly inform the browser where the bottom of the page should be rendered when accessing certain Lightning pages, resulting in the lower portion of the page being cut off by a height mirroring the height of the Utility Bar.
On record edit / create pages, for example, several of the fields located at the bottom of the layout will be covered by other UI elements when scrolling to the bottom of the page.
1. Open a Lightning app with the Utility Bar enabled on the bottom of the page.
2. Navigate to a record edit / create page.
3. Scroll to the bottom of the page.
4. The fields on the bottom of the page will not be completely visible.
Administrators can temporarily add an additional blank page section to the bottom of affected page layouts with the "Edit Page" option enabled. This new section will then only appear on the affected edit pages and users will have full visibility to modifiable fields.
