Lightning - Change Owner lookup returns public groups when Queue is selected

Change Owner lookup in Change Owner UI for WorkOrder entities returns public Groups when Queue is selected in LEX even though they are unavailable for the field.
1. Create a Queue that supports WorkOrder entities (e.g. 'TheQueue')
2. Create a Public Group (e.g. 'PublicGroup')
3. Ensure you are in LEX
4. Create a WorkOrder record and click the Change Owner icon
5. In the Change Owner pop-up, change the dropdown to 'Queue' then type 'Public' in the search box. 'PublicGroup' is presented as an option
If you select 'PublicGroup' and try to save, you'll get 'Invalid cross reference id'
Avoid selecting results which you know are public groups.
