User is not able to add Skills from Profile Overview tab when the org is setup with API whitelisting feature enabled

Summary
Users will see the following error when adding a Skill from the Profile Overview tab when the org has API whitelisting enabled:

Repro
1. Login as a User
2. Go to the Profile Overview tab
3. Add a Skill
Actual Results:

Workaround
As a workaround you may want to consider assigning users the "Use Any API Client" System Permission.
