Sharing Criteria rules listed more than once in "Add Component" page for change sets.

For some organizations the Sharing Criteria rules list when adding components to a change set will display duplicates. This can cause the error "Package member already exists" if both items attempt to be added to the change set.
1. Create a new outbound change set.
2. Add items items to the change set, choose "Sharing Criteria Rule" as the type.
3. Sort by the type column, duplicate listed sharing rules will typically list them once, then a second time in reverse order.
Select only one of the duplicates, the items will add to the change set successfully.
