Uploading a file in Library shows “An error has occurred” message for non system administrator.

Uploading a file in Library shows “An error has occurred” message for non system administrator. Due to this error, user is unable to upload a file into Library. This error occurs when following two conditions are met.
- Critical Update "Require Permission to View Record Names in Lookup Fields" is activated.
- "View All Lookup Record Names" perm is disabled for non system administrator .
1.Activate Critical Update "Require Permission to View Record Names in Lookup Fields".
2.Login with non system administrator without "View All Lookup Record Names" perm.
3.Click Library tab and click Contribute to upload a file.
4.Confirm the error.
Deactivate the critical update or enable the perm. After this bug fix, even the critical update is activated, the error will not occurs even the perm is disabled or enabled.
With this bug we have also noticed for some of the org's non-admin users are not able to search for 'Files' Under Content Tab or Libraries search in classic. Advice is to follow the same workaround.
