Session-based activations are not updating UserInfo cache in Lightning

When a session based permission set is activated for a user in lightning, the permission will not always appear to be activated because the UserInfo cache does not always get updated.
1. create an org and enable lightning
2. create a session based permission set (i.e. edit orders), assign it to a user (who only has read on orders), and create a flow to enable it.
3. create a UI button that activates the flow
4. log in as the user with the SBPS, click the button to activate the PS.
Expected result: the user can now edit orders.
Actual result: the user can't edit orders, unless the userInfo cache is updated
No workaround in Lightning
The issue does not occur in Classic
