Business Manger Login causes NPE in isInactivePseudoLocalization

Fixed in version 19.2 Preview Update / GA

When Support / Customer is trying to login into BM they got redirected to the login page again.
Customer is not able intermittently to access WebDAV location -> 500 error

After submitting credentials redirect to login page
