Self-Service portal case attachment issue.

Super Users login to Self Service Portal. When they view a case they own and try to add File attachment, they get directed to "Insufficient Privileges" error page.
Documentation does state that Super User can upload attachments.
Enable Self-Service for Contacts and Person Accounts
To enable the customer as a Self-Service super user, select the Super User checkbox. Super users can view case information, add comments, and upload attachments for all cases that anyone in their company submits.
1) You can follow the documentation below to setup Self-Service Portal.

2) Under Self-Service Portal -> Sertting -> edit "View Cases Page". Make sure you check "Add Attachments to Cases".
3) Open a case you own.
4) click "Add Attachment"
Result: "Insufficient Privileges" error page
