Uploading Bulk 2.0 job data fails with INSUFFICIENT_ACCESS

Uploading BULK 2.0 job data via PUT fails due with INSUFFICIENT_ACCESS for User's User without "View Setup and Configuration" perm.
1. Try submitting Bulk 2.0 Job with a User who does not have "View Setup and Configuration" perm.
2. Follow steps from Dev doc (https://developer.salesforce.com/docs/atlas.en-us.api_bulk_v2.meta/api_bulk_v2/walkthrough_upload_data.htm)
3. Observe that step "Upload your CSV data" fails with
message: insufficient access rights on cross-reference id: 751*********
Provide "View Setup and Configuration" to the affected user
