Error 192261835 when viewing Attachments or Content in a Partial Sandbox

When accessing Attachments or Content in a Partial Sandbox, an error similar to the following error may be displayed:
An internal server error has occurred
Error ID: xxxxxxxxxx-xxxxxx (192261835) or (-1257157028)
1. Refresh a Partial Sandbox with a template that includes Attachments
2. Upon completion, access an Attachment and click View File
3. An error may be presented.
Update - 10/3/2018
This issue is now resolved, affected customers are requested to refresh their partial copy sandboxes.
Note: Please refresh after the production org has been upgraded to Winter '19, else the new copy will be redirected to a non-preview instance.
