Not all Contacts associated with Portal User records are copied over in Partial Copy Sandboxes

In certain circumstances, a subset of Contact records associated with Portal Users may not be copied over when creating or refreshing a Partial Copy Sandbox.
This issue occurs when:
- Records copied to the Sandbox (configured via the Sandbox Template) were created by Portal Users, resulting in Portal User records being copied to the Sandbox as well.
- The source Production org contains more than 10,000 Contact records.
As a result of this issue, Portal User records without a corresponding Contact record will not be editable in the newly created or refreshed Sandbox org.
1- In an org with the above prerequisites met, refresh or create a new Partial Copy Sandbox and select a template configured to include an object with records created by Portal Users.
2- Once the Partial Copy Sandbox is activated and ready for use, locate a Portal User record that does not have a corresponding Contact record and attempt to edit it.
No workaround at this time.
