New Event page in lightning sometimes fails to load with error -1396093536

The new Event page for some organizations may fail to load the first time attempted with the following error in Lightning:
"This page has an error. You might just need to refresh it. First, would you give us some details? (We're reporting this as error ID: -1396093536)"
Note: The error ID value provided may vary however, in the Technical Stuff section of the error message details you should see a reference to:
"[moment.tz is not a function]"

2. Switch over to Lightning if not already in it.
2.Go to the Calendar Activities section of a record.
3. Attempt to create a new Event.
4. The creation page will start to load but, the above error will be displayed before it finishes.
Click Reload or hit F5 in most browsers to refresh the page, the Event creation layout will typically load after that while you remain logged into Salesforce.
