Community users not able to access templates when Folder and Enhanced sharing is enabled

Summary
Community user is not able to access classic email templates when "Folders and Enhanced Sharing" is enabled.

Repro
1. Create a classic email template.
2. Switch to lightning & enable "Folders and Enhanced Sharing".
3. Create a test class to execute a SOQL which is fetching classic email template in the context of community user (using runAs()).
4. Test class will fail wi the error something like:
System.QueryException: List has no rows for assignment to SObject.

This is only an example of steps to reproduce. This can be reproduced in other ways as well where the community users are not able to access classic email templates when "Folders and Enhanced Sharing" is enabled.

Workaround
Disable the 'Enhanced folder and sharing'.
