Accessing "Solutions" in Communities causes an Internal Server Error when 'Browsing categories' is enabled

Community Users receive an Internal Server Error when accessing the Solutions tab if Solution Browsing is enabled. This can also happen when creating a Case with "Suggested Solutions" enabled.
NOTE: Solution Browsing is not supported in Communities. This is by design. This bug is concerning the lack of proper error messaging in this scenario (i.e. there should be an informative error message, not an Internal Server Error)
1. Enable Solution Browsing under Setup | Customize | Solutions | Solution Settings
2. Login to a Community as a Community User, and click the Solutions tab.
3. Internal Server Error message is presented.
Turn off Enable Solution Browsing under Setup | Customize | Solutions | Solution Settings.
Note: This is the proper resolution, not a workaround.
