Can't delete a connected app, or uninstall a package if it contains a connected app, with a user provisioning config

Customers might get this error while deleting a connected app or uninstalling a package
"Cannot complete this operation. This connected app is referenced elsewhere in salesforce.com. Remove the usage and try again: User Provisioning Config"
This error appears when user provisioning has been enabled for the connected app, or the package includes a connected app that had user provisioning enabled. Even if the user provisioning configuration is disabled, manually, the user provisioning configuration details are not deleted from the organization. The configuration details must be removed before the connected app can be deleted, or the package can be uninstalled.
To remove the user provisioning configuration information:
1. While logged in as the administrator, append "OJe?" (that's with a zero, not a capital "o") to your organization's base URL. For example:
You should see a list of connected apps with user provisioning configured.
2. In the list of connected apps, click "Del" next to the connected app name.
NOTE: This does not delete the connected app, itself. It only removes the user provisioning configuration information.
3. Uninstall the package.
