Process builder causing "INSUFFICIENT_ACCESS_ON_CROSS_REFERENCE_ENTITY" error, when triggered by ownership change of Metric record

1) Creating new Metric record of type Progress does not update Current Value per Process/Flow definition unless Metric is updated via inline edit and save.
2) Changing Metric record owner fails to trigger any active flow on Metric object.
1) Create new Process (Setup -> Build -> Create -> Workflow & Approvals -> Process Builder)
a) Name: My Metric Process
b) Object: Metric; when created or edited
c) No criteria - just execute the actions!
d) Immediate Action
i) Action Type: Update Records
ii) Name: Update Current Value
iii) Record Type: (click and choose) Metric
iv) Field: Current Value; Type: Number; Value: 42
e) Activate Process
2) Create new Metric
a) Record Type of new record: Progress
b) Name: Metric 1
c) Target Value: 100 (default)
d) Status: Not Started (default)
*NOTE, at this point error scenario 1 is observed; current value has remained at 0.00
3) Reproduce Scenario 1
a) Click Edit on Metric 1
b) Change Status to “On Track”
*NOTE, current value is still 0.00
d) Double-click Status to perform inline edit
e) Change status to “Not Started”
*Note, current value now reads 42.00 as expected.
4) Reproduce Scenario 2
a) Verify or create a second standard user with Work.com enabled
b) In Metric 1 record, click Change next to Owner Name
c) Select second user from lookup
*NOTE, Error: The record couldn’t be saved because it failed to trigger a flow.
A flow trigger failed to execute the flow with version ID 301xx0000000036.
