CSP users can view non-portal/community contacts in Contact list view

CSP users can view non-portal/community contacts in Contact list view. When the user attempts to view the detail page of the Contact there an 'Insufficient Privileges' error message.
1, Enable Communities and Create a community with Customer Community Plus license.
2, Sharing settings: Enable External Sharing Model, Account = Private, Contact = Controlled by Parent (or Private)
2, Make sure that there are a few contacts in the associate account for the Community.
3, Go to one of the contact: "Manage External User" -> "Enable Customer User", then "Manage External User" -> "Log in to Community as User"
4, After logging in the community, go to Contacts tab (need to go to settings to get the Contacts tab if you don't see it there), View All Contacts
5, You should see the contact list view with all internal contacts under their account. Try to open one of the contacts.
If the organization-wide default for Contacts is set to Controlled by Parent CSP users will see an 'insufficient privileges error'.
If the organization-wide default for Contacts is set to Private CSP users will see the contact details.
In either case CSP users should not be able to view non-portal/community contacts.
Partner Community Licenses are working correctly.
