Error while editing the Admin user in an Enterprise Edition org

Enterprise Edition orgs, created from the Environment Hub or created as Scratch Orgs, throw an error when editing the standard System Administrator user: "This user is a portal administrator and must have a profile with the "Edit Self-Service Users" permission."

"Maximum view state size limit (135KB) exceeded" when trying to add Apex Class to permission set/profile

When editing a user you are receiving "This user is a portal administrator and must have a profile with the "Edit Self-Service Users" permission." and the permission is not seen in any of the profiles or permission sets.
