Recursive saves from workflow cause Case Assignment notification emails to be sent even if no Case Assignment rules are defined

When doing a recursive save on a Case record via Workflow Rule, a Case Assignment email notification is sent to the Owner (User or Queue), even when Case Assignment Rules are not active or even defined.

Live Agent "Attachment Tool" Displays Inacessible Records in Search Results

Can't download the attached file which includes apostrophe in file name from Email feed in Service Console
