Organization Permission to "Enable Sharing Sets for Power Portal Users" inadvertently removes access to report and dashboard folders for external user

If "Enable Sharing Sets for Power Portal Users" is enabled, external users lose access to report and dashboard folders within communities. Consequently, dashboards accessed in communities (with this feature enabled) will return a blank page (white screen).

Sharing Criteria rules listed more than once in "Add Component" page for change sets.
