In Lightning Experience, either of 2 specific users are getting removed from the report subscription when the subscription is saved. The issue is occurring when the users have almost identical IDs.

User is not able to subscribe report for other people if the user doesn't have either the "View Setup and Configuration" or "Assign Permission Sets" permission.
