Enable Report Builder on Salesforce Platform License

Currently, the Report Builder is not available on the Salesforce Platform license user profiles. It is only available to users with a "Salesforce" license type. I should be able to enable Report Builder on the existing Salesforce Platform license user profiles.

Here's the problem with the way the Spring 11 Report Builder enhancement was implemented for the SFDC license type, allowing all users access to Report Builder. Not all of my users need, nor should they have access to Report Builder. Our users are not trained to create reports because that's not their job and that's not where we want them to spend their time. Unfortunately, the only way they can run their monthly reports e.g. have the ability to specify different time frames / date ranges is to give them FULL access to Report Builder. Allowing a user to modify the date range vs providing access to Report Builder is a HUGE leap in functionality and yet there's no in between. Every user simply does NOT need access to Report Builder and the inability to manage this by user profile is an incredible oversight the the part of SFDC. I'm extremely disappointed in how this has been implemented. My sys admins are spending an incredible amount of time re-creating and fixing our reports because users, who are not trained or paid to develop reports cannot be prevented from accessing Report Builder, while still having the ability to modify a date range when running a report. It's all or nothing. This is a FAIL on the part of SFDC.
