Add IP Whitelisting for Site Guest User Debug Logs

The Background
As of Winter '17, to capture debug logs for a site guest user you must configure a browser cookie, otherwise logs are not generated:

The Problem
Public sites are not just used for people: they're also a way to expose an Apex webservice that does not require authentication, this is useful when working with third party services that use callback requests to provide information. It's now not possible to generate debug logs for requests coming from such services.

Two Potential Fixes
Public site access can already be whitelisted to specifc IP address ranges. Either:

a) Automatically log requests (when logging is configured) from valid IP addresses without the need for a cookie
b) Provide an IP whitelsit setting for the debug logs that can be used in lieu of a cookie.
