Expose Platform Event Limit Usage

We have recently found several use cases for Platform Events that can really help our managed package's performance and overall user experience. However, we are concerned about the limits associated with Platform Events. Much of our critical business logic would depend on Platform Events, so it is essential to have a fallback for when our limits are exceeded. Currently, these limits are not exposed by either the Limits class or the RestAPI so it is difficult for us to take advantage of the feature.

Simply exposing their limits and usage in either the Limits class or the RestAPI would make adoption of Platform Events less risky and allow us to take advantage of this great feature.

    Thanks to John Brock and the Platform Events team for exposing this in the REST API's limits resource, it's now also available directly in Apex via the OrgLimits class. See https://releasenotes.docs.salesforce.com/en-us/winter20/release-notes/rn_platform_event_publish_limits_api.htm
