Add Case Thread Id support for Visualforce Email Template

Currently Salesforce Thread Id is only supported for basic email templates and when trying to invoke {!Case.Thread_Id} on Visualforce Email Template we get the following error:

Error: Unknown property ''

The only workaround we have at the moment to deal with this issue is a custom formula that generates the Thread Id but it's proving difficult to get it working
consistently accross different sandboxes and our prod environment, we repeatedly have to revise the formula to handle obscure conditions that causes it to break and new support cases are created everytime a customer responds to a support case.
