Inability to send new email on a case when emails already exist on case (LEX)

Case Management

When using cases in Lightning Experience and there are existing emails attached to the case, the Send Email function will only reply to the last email received on the case. There is no ability to send a NEW email (without the previous email in the body) to anyone. This hinders the use of Sales/Service console and basic case functionality.
