Lightning list view does not show all records, but Classic does

Lightning Experience

While reviewing a list view in Lightning and saw 19 records. I noticed I was missing records. I switched to Classic and all 30 records are shown. I had 5 filters in this list view and other list views did not have this issue. 

Feedback via case with Salesforce:
"I have gone through your case and understand that List Views shows different records in Lightning and Classic the reason for this kind of concerns is mostly due to server or system glitch where at times the system  does not display the actual record count or it does not update the records in Lightning.
For this I would suggest you to clone the List View or you can create a new List View with similar filters which might help you getting all the records in the View." via case.

Our dilemma:
We have thousands of users whom all run their business using list views. My team cannot review and validate all list views. Our users do not know they can switch to classic. We do not want to recommend they switch as doesn’t follow our corporate stagey and will just cause confusion.

Sadly other people might not even know this is an issue until something falls through the cracks.
