Create admin option to configure utility bar alignment to be on the left/right

Lightning Experience

As impacted by the idea delivery of "Ability to move utility bar to the right hand side of footer in Lightning" in Summer 19, our organization is facing user experience changes on Lightning record pages that are NOT agreed to or liked by our users. This also impacts our Lightning record pages that were designed based on the assumption that utility bar is aligned to the left.

The idea mentioned above was voted 353 times with 3490 points, yet this change is applying to the majority that hasn't had a chance to speak up about having NO option to change back to left alignment. Therefore, I'm posting this idea as suggested by Xander and waiting on Tim to provide an update. Thanks.

My team has released a backend feature that makes it possible to right-align the utility bar. Please email me (xmitman@salesforce.com) any org IDs that you would like me to enable.

Note: This feature will apply to the whole org. An app-specific feature in Setup is tentatively planned for Spring '20 (safe harbor).

    Thanks,
    Xander
