Login IP Range Restrictions by Permission Set

It would be very useful if Login IP Range Restrictions could be created via a Permission Set instead of only through a Profile.  We have situations where certain users (not all users in a Profile) need to have a Login IP Range Restriction. 

For example, we implement 2-factor authentication and they do not have a device that supports this (e.g. a flip phone with no ability to download any of the apps available).  We then want to restrict their access to Salesforce to only be from within our network.  Right now, the only option to do that would be to create a Profile for that sole user that must always be identical to the original Profile where all other users still remain. 

We are able to implement 2-factor authentication via a Permission Set so we don't have to create multiple profiles and we should be able to do the same with IP Login Ranges.
