Allow duplicate user names with Partner Communities and Gold Partner Licenses

Accounts & Contacts

Allow duplicate user names within an organization for Partner Communities/Gold Partner license users (like what is available for Customer Community licenses). We have many partner users that exist as partner community users in multiple Salesforce instances. We would like their email address to be their username, but cannot do so if they already exist as a partner in another organization.
This would greatly simplify our partner users' experience, and maintenance for those accounts.
