Limit API Access to specified clients

Data Import & Integration

Currently, if a user has API Access, say, for the Outlook Connector, they are wide open to use any other API-based external tool such as Data Loader.  I can't turn off API Access since we need Outlook; but I don't want users loading lists of imports/updates.  Having the ability to define which 'clients' are allowed via the API would let us provide access when needed and still protect our orgs from accidental damage.
