Access Storage Used per Record Type information through the API

Similar to Access Storage Used information through API. Extend the API to expose the storage usage per record type. This would be the same information that is exposed on the "Data Management > Storage Usage" page under Current Data Storage Usage.

This would be useful as a quick way to get the total Record Count for a Record Type. Getting the count() via SOQL can be probelmatic with the 50,000 record limit. It would also be helpful in that different record types can consume storage at different rates.

Ideally this would be done equally for both the SOAP API and the REST API.
