Customizable Campaign Member Status Values picklist

On the "Campaign" detail page, there is a button labeled "Advanced Setup" that allows editing the list of "Member Status Values." Unfortunately, this only works for the specific campaign. What I want to do is edit the list globally. I've spent a lot of time looking through Setup -> Customize and cannot find any way to do this. Is it hidden in some non-obvious place? Is it simply not possible (Salesforce generally does a good job allowing global picklist customization)? If I need to override the "Advanced Setup" button, how do I do so without having to write SControl code.

THIS HAS BEEN BROKEN FOR NEARLY A DECADE. The picklist options available in Setup are completely useless, literally not used by the object they say they are. There is no foreseeable way to update this through the API either, and is frustrating that you can see the picklist values. If you need separate standard lists, use record types like you have already. You've got all of the pieces here, and need to remove the Advanced Setup control completely
