enable to delete dashboards and reports from inactive users

Reports & Dashboards

OK we can now report on reports used in which dashboard, but if it's a private dashboard I can't even as administrator delete the dashboard and the report. That would be really helpful for cleaning up our hundreds of reports. A to delete folder is a workaround but still not a really propper solution
