Lead Conversion Permissions Independant of Account Creation Permissions

In order to convert a lead, the user must have the permissions to create a new account. It is not possible to convert a lead without the permission to create accounts. This causes a break in the lead process if users are not permitted to create accounts. The permission to convert a lead should be independant of the permission to create accounts. In this case the user would only be able to convert a lead into a contact and/or opportunity attached to an existing account.

Thanks for the idea and comments!  It sounds like this would be extremely useful to you.  I just want to make sure we understand this request properly.
  1. First and foremost, you want to restrict converting leads to only merge the lead with existing accounts.
  2. Secondly, you want the convert leads permission to depend only on Read on accounts, not Create so that at least the lead converter can see the accounts that already exist to make a decision which account to merge the lead into. If you needed to grant the lead converter Create in some cases, that would be okay, you just don't want to be forced to grant Create when you give someone the ability to convert leads.
I understand that you want to do this declaratively, but has anyone tried a custom Apex lead conversion to solve this? Thanks!
