It would be great to have the ability to give adminsitrative privilidges to certain objects within Salesforce instead of the entire application. I may have a VP of Sales that I only want to give him/her the ability to Create Fields, Page Layouts, and Records types in certain objects, but be not have access to to this function in other objects. Similar to the "View All" and "Modify All" that was recently added to the each object, you should add "Customize Object" as a permission checkbox. This gives the True Admin the ability to segment out certain parts of the application to the heads of that particualar department without compromising the entire application.

    All, I wanted to post an update on this to make sure anyone voting or commenting is aware that we do have Delegated Administration available for custom objects.     I know that won't address all use cases, namely those for standard objects, but hopefully it will alleviate some pain in this area. Of course we will continue to keep this idea open until we can determine the right path for the standard object scenarios.

    The reality is that if this was easy, it would have been done long ago. We are looking at ways to extend delegated administration; however, standard objects like Leads have roots that run very deep and it will take time before we can do it. 

    Though not ideal, one workaround to providing Lead metadata management is to use a developer sandbox for people to build their customizations and use change sets to manage the deployment process. Check out my blog posting on the Salesforce Hacker (http://www.salesforcehacker.com/2013/01/distributed-administration-using.html) for more details on this solution. This may also help prevent some delegated administrators doing the wrong thing by inadvertantly deleting a field that was needed for an integration or changing the properties of a field on a layout which could bring your lead management process to a standstill.
