Why isn't "formula" an option for the Workflow Field Updates for Picklist fields?

We are trying to use the new Winter '07 "Workflow Field Updates" to automatically copy over the Mailing Address fields to some custom MapPoint address fields.

We went to create a new Workflow Field Update for our "MapPoint State" picklist field to be updated with a formula that is equated to the "Mailing State" picklist field. But found that "formula" isn't an option for this field, since it is a picklist field.
