process builder not sending emails

Before going to support, I'd like to run this past the community as a sanity check. 
I have a custom object called "Intake Form". I set up the following process to email several employees in the org to let them know. For debugging purposes, the email template is not using any merge fields - just the subject line "a new intake form was submitted" and the content just says "chop chop". 

I created an email alert that references this email template and specified 5 employees who should receive said email. 

Below are screenshots of the process builder canvas, and each setting.

The issue is, the process doesn't appear to be firing despite the settings which are all but "just do it" without criteria. I ran an email check and got an inbox full of emails from salesforce, so I don't suspect SF is not sending them when instructed to do so. I just think SF is not being instructed to do so via the process. 

To aid in debugging, I swapped out the email option to create a task instead, and assigned it to me - but it also didn't create a task. So, I'm not sure what to check next - any ideas?

Hi Chris,
Naviagate to Email - Deliverability - And make sure Access level is set to - All emails.
And then test you process builder and let me know if it helps.

That worked. It was set to System emails - setting it to All Emails did the trick. 
Any idea what the difference between those two deliverability settings is (obviously  PB needs one of them...) but i didn't change that setting, so I'm baffled because it was working fine yesterday

System email only: Allows only automatically generated emails, such as new user and password reset emails. Newly created sandboxes default to System email only.

All Emails - It refers to all outbound emails which are being sent from Salesforce.
