New User has same email address as Inactive User

Hi, we have to create a new user but the new user's email address happens to be the same as an inactive user:

Inactive user:  John Smith - jsmith@domain.com
New user:       Jane Smith - jsmith@domain.com

How can solve this problem without having the new user get a new email address?

Hello Paul,
Create a new with same email address, but use different user name
Username always unique.

Email - 
jsmith@domain.com
Username jsmith12@domain.com
