If you are just trying to learn it, you can follow the instructions through the Trailhead superbadge to spin up a special developer edition org which already has both CPQ and Billing in it.

I Installed Salesforce CPQ , but where DO I find install link for Salesforce Billing package ?

Salesforce Billing lets you install a collection of basic rules, treatments, and finance books. These records are useful for testing in sandbox orgs. You can install them from the Salesforce Billing package settings page. From Setup, in the Quick Find box, enter Installed Packages, then select Installed Packages. Find your Salesforce Billing package and click Configure. Click the Additional Settings tab, then click Insert Sampledata.

I do not see Salesforce Billing package, I see only Salesforce CPQ .

Are you paying for the additional licensing cost that includes Billing? I would recommend reaching out to your CSM if they did not provide you with a link that has both. But it is an additional cost on top of CPQ.
