add custom button to Account page to create a new case in Lightning

Hi,
I created a custom quick action, but am unable to add it to the Account page where I want. 

In a nutshell, I want to add a button or action called "Log Customer Complaint" to the account page, right next to where the user would log a call.

I created a quick action as such:

When I try to add it to the page layout, however, it seems I'm only able to add it to the Quick Actions in the Salesforce Classic Publisher (and when I switch to Classic, I don't even see it). How can I add this action to the area I defined in the first screenshot?

Thank you! Super helpful, though I thought I had seen some other people add buttons or actions there? 

Also, if I wanted to always assign that case to a specific person, how would I add Assigned To as a pre-defined field?

No, you can ONLY place activity related to Quick Actions there. :-(
