How can I disable two factor authentication for a user?

I feel like I have checked all the things that people have suggested before to remove two-factor authentication and I am still being asked for a verification code. Here are all of the settings I have checked:
  • Profile System Permissions
Profile System Permissions

Profile Session Settings
  • Session Settings
Session Security Levels
Identity Verification

What am I missing???

I assume you are talking about verification code during the login. If my assumption is correct. you have to add the trusted IP ranges for your org.
Setup -> Admininstration Setup -> Security Controls -> Network Access.

Click 'New' and set the start and end IP address as follows:
 
0.0.0.0 to 1.255.255.255

Hi Tara,

The verification code you are getting will keep coming if you log in from a new device or your IP address is not added in the Setup-> Network Access OR Setup->Your User-> Profile-> Login IP Range.

Please ensure that your IP is added to one of those places.

In Setup, enter Identity in the Quick Find box, and then click Identity Verification.
If your user do sensitive operation  high assurance is required.
Check setting on various operation.
settings only apply to users who have user permissions assigned to access these operations
