Field not editable depending on account type

We have an custom field (picklist) Account Type and one of the values is 'Corporate Account'. If this type is chosen, it is mandatory to fill out the custom field (picklist) Jurisdiction__c. I did that with a validation rule. It works fine. 
However if the Account Type is e.g. 'Dealer' our sales reps also fill out the field Jurisdiction, although it is not mandatory. I want to create a validation rule or whatever needed that prevents that sales reps can fill out the field Jurisdiction if the Account Type is not Corporate Account. 
How can I do that? Is it possible?

Hi Ineke,

If both fields are picklist, then you can make them dependent picklist fields with 1st field as master. and Assign all values from 2nd picklist to 'Corporate Account' from 1st field.

Also keep the validation rule that you have created earlier which will make sure to select Jurisdiction__c.

Hi Ineke,

You can try the below validation rule and let me know if it works for you. I assume the Jurisdiction__c field is a text field while writing this formula.
 
AND(
ISPICKVAL( Account_type__c, 'Corporate Account' ),
NOT( ISBLANK(Jurisdiction__c ))
)
