I (admin) Can Export Details on Report. Other Admins Insufficient Privileges

I am an admin and can export reports to excel, but for other admins it says Insufficient Privileges. They're able to run the report and click "Export Details" and choose if they want excel or CSV. But then it says Insufficient Privileges. I have the same role and profile as them, and this happened overnight. They were able to export yesterday.

Are they using the standard Sys Admin User Profile?

Yes, and it's the same one I'm assigned to. So not sure why it works for me but not them.

Our organization is having the same issue. Both users have same profile, same permission sets, same role, and yet one of the two users cannot export reports.

What happens if you use Login As on your computer?  

Are you both trying to export the same report?

If I log in as the user, I am able to export the report myself.

I'm seeing this from a user with a custom profile (non-admin). when I log in as the user I can export, but the user with custom profile still can't. This user just exported yesterday just fine.  I did have the user verify that the salesforce.com site was in their trusted sites without success.

A handful of users were having this same issue in our org today - it was a browser/cache issue for us. We primarily use Chrome. They stopped getting the error when they used a private browsing window or cleared their cache.

I don't believe this is a computer or browser issue.  We are seeing the same problem here with users on a non-admin profile.  Some can export and some cannot.  The issue started today and is only affecting a few people.  If I login on the affected users computer and then LoginAs the user I can export the report.  This seems like a Salesforce issue.

We are on NA60 if it helps.  Not sure what instance you are on.

Our org is facing the same issue and doesnt look like browser/cache issue as we tried different browsers and restarted machines too..

Just tried clearing the cache here as well.  Problem persists.  I had the user login to the browser on my computer and the issue occured.  When she logged out and I logged back in it was fine.

Just tried to have the user clear their cache and did not work as well. After troubleshooting, I can confirm that inactivating and recreating their user account will fix the issue. This is not ideal as several users are experiencing this issue, however it is a guaranteed solution for immediate access.

Had the same issue in our org, but it worked when the user logged into Salesforce using an incognito browser.

We're having the same issue. As admin I can export running as myself and when logged in as the user. However, the user himself cannot export. Has anyone contacted Salesforce support about this? If so, what did they say?

Unfortunately, incognito is not working for our org.

We are experiencing the same issue.  If you are on lightning, my current workaround is that I can export the report as a "Formatted Report"!

One of our users experienced the same issue yesterday.  Clearing out the browser history solved the problem.  Thanks for the great collaboration on this board!

Clearing the broswer history and cache files in Google Chrome solved this issue for my org.

Salesforce - Around 8/8/2019 6pm GMT our security team’s change affected metadata on oAuth refresh tokens and caused multiple customers’ oAuth login to fail.

Are changes like this documented anywhere prior to going live? Because today we are observing changes to how Notes are being saved. Unrelated, but this seems to be a path of volatility.
